Korolov Zhytomyr Military Institute provides public information in accordance with the Law of Ukraine “On Access to Public Information” and the Decree of the President of Ukraine “Issues of Executive Authorities’ Access to Public Information”.
Korolov Zhytomyr Military Institute provides public information in response to an information request.
According to the law, public information is any information reflected and documented by any means and on any media that was obtained or created in the course of the performance by public authorities of their duties provided for by the current legislation, or that is in the possession of public authorities.
Procedure for appealing decisions or failure to act of the information holder. According to the Law of Ukraine “On Access to Public Information”, a response to an information request must be provided no later than five working days from the date of receipt of the request. If the request concerns the provision of a large amount of information or requires a search for information among a significant amount of data, the time limit for consideration of the request may be extended to up to 20 working days, with justification for such extension.
In accordance with Article 23 of the Law of Ukraine “On Access to Public Information”, decisions, actions or failure to act of information holders may be appealed to the head of the respective information holder, a higher authority, or a court.
Appeals against decisions, actions, or failure to act of information holders in court are carried out in accordance with the Code of Administrative Procedure of Ukraine.
The language of the educational process in higher education institutions is the state language. In accordance with Article 48 of the Law of Ukraine of 01 July 2014 No. 1556-VII “On Higher Education”, the language of the educational process at Korolov Zhytomyr Military Institute is the state language. All types of classes and educational activities within the educational process, communication of servicemen and employees of the institution, as well as the preparation of teaching and methodological materials contribute to the development of the Ukrainian language. Applicants for higher education, in accordance with educational and professional programmes, study a foreign language for professional purposes (English).
The structure of Korolov Zhytomyr Military Institute contains information with restricted access (paras. 2.2 and 2.6 of the List of Information of the Armed Forces of Ukraine Constituting Official Information (PSI-2023), approved by the Order of the Chief of the General Staff of the Armed Forces of Ukraine dated 30 January 2023 No. 12).
Curricula and training programmes for trainees (cadets) at military educational institutions, in accordance with the Order of the Chief of the General Staff of the Armed Forces of Ukraine dated 22 November 2017 No. 408, constitute official information with restricted access.
Availability of vacant positions, the procedure and conditions for holding a competition to fill them (where such a competition is conducted). The competition for filling vacant positions is carried out in accordance with the Procedure for Competitive Filling of Vacant Positions of Academic Staff in Higher Military Educational Institutions, Military Training Units of Higher Education Institutions, and Heads of Professional Pre-Higher Military Education Institutions and Military Lyceums under the Administration of the Ministry of Defence of Ukraine, approved by the Order of the Ministry of Defence of Ukraine and the Ministry of Education and Science of Ukraine dated 25 August 2021 No. 251/926, and the Instruction on the Organization of Implementation of the Regulation on Military Service by Citizens of Ukraine in the Armed Forces of Ukraine, approved by the Order of the Ministry of Defence of Ukraine dated 10 April 2009 No. 170 (para. 4.24). The appointment of servicemen to fill research positions and positions of academic staff in research institutions and military educational institutions is carried out on a competitive basis in accordance with the procedure defined by the Regulation, the Instruction, and other regulatory legal acts of the Ministry of Defence of Ukraine on military education. In the event of the transition of military educational institutions and research institutions of the Armed Forces of Ukraine to wartime staffing tables and/or the introduction of martial law, the staffing of these positions is carried out in accordance with the procedure defined by the Regulation, without organizing and conducting a competition.
