I. General provisions
1. Foreign language courses are conducted at Korolov Zhytomyr Military Institute to provide general and specialized language training to military personnel and employees of the Armed Forces of Ukraine who require knowledge of foreign languages in order to perform their duties and military service (employment) or to study, including abroad.
2. Courses are organized in accordance with orders of the Ministry of Defence of Ukraine on the enrollment of students on foreign language courses in the Armed Forces of Ukraine (for the relevant training period).
3. The courses are supervised by the Department of Military Education and Science of the Ministry of Defence of Ukraine.
II. Criteria for selection of candidates for enrollment on courses
1. Candidates for enrollment on foreign language courses may be military personnel and employees of the Armed Forces of Ukraine who are recommended by the primary customers on the basis of reports (applications) concerning assignment for enrollment and meet one or more criteria for selection.
For military personnel of the Armed Forces of Ukraine, criteria for selection for enrollment on courses are defined by the Order of the Ministry of Defence of Ukraine dated December 15, 2016 No. 692 ‘On the Approval of Criteria for the Use of Foreign Languages in the Course of Duties Performed by Servicemen of the Armed Forces of Ukraine’, registered with the Ministry of Justice of Ukraine dated January 10, 2017 No. 19/29887.
Candidates for enrollment on courses among employees of the Armed Forces of Ukraine are selected according to the following criteria:
are considered as candidates for assignment abroad to work as a part of national contingents, national personnel, multinational military command authorities, at foreign diplomatic institutions of Ukraine, international organizations, or for training;
hold positions that require the use of a foreign language for specific purposes corresponding to the target level and specialization of the course they are intend to study, or are in the personnel reserve for appointment to such positions;
are engaged in international cooperation activities;
possess proficiency in the relevant foreign language at a level not lower than the entry level designated for training on a specialized course.
2. Persons may not be assigned to foreign language courses repeatedly if they have been dismissed from courses due to indiscipline or poor academic performance during their service (employment).
Persons may not be assigned to foreign language courses if they attended general or specialized language training within the past three years (except in case of being dismissed from the training due to duties, health conditions, or family reasons).
III. Procedure for submitting orders and applications for enrollment on courses
1. In order to summarize and distribute available training places, orders for the personnel enrollment on foreign language courses for the upcoming year are submitted to:
the relevant primary customers by structural units of the Office of the Ministry of Defence of Ukraine, the Defence Intelligence of the Ministry of Defence of Ukraine, the General Staff of the Armed Forces of Ukraine, subordinate military command authorities, formations, military units, military education institutions, establishments and organisations annually no later than October 20;
the Department of Military Education and Science of the Ministry of Defence of Ukraine by the primary customers annually no later than October 30.
2. Based on the annual order and distribution of training places, the primary customers submit applications for personnel enrollment on foreign language courses two or three times a year.
The notes to the application include information about persons who attended foreign language courses within the past three years, specifying the training period, location, and reason in case of being dismissed from the course.
3. Applications for the enrollment of candidates on courses are submitted to:
the Main Personnel Directorate of the General Staff of the Armed Forces of Ukraine by the structural units of the General Staff of the Armed Forces of Ukraine, the branches of the Armed Forces of Ukraine and the military command authorities, formations, military units, military education institutions, establishments and organizations subordinated to the General Staff of the Armed Forces of Ukraine;
the Defence Intelligence of the Ministry of Defence of Ukraine by the structural units of the Defence Intelligence of the Ministry of Defence of Ukraine and subordinate military units;
the Department of Military Education and Science of the Ministry of Defence of Ukraine by the Main Personnel Directorate of the General Staff of the Armed Forces of Ukraine, the Defence Intelligence of the Ministry of Defence of Ukraine, structural units of the Office of the Ministry of Defence of Ukraine, military command authorities, formations, military units, military education institutions, establishments and organizations subordinated to the Ministry of Defence of Ukraine.
4. The submission deadlines for applications are determined by taking into account the number of course intakes planned for the year.
In case of conducting two course intakes, applications are submitted to:
the Main Personnel Directorate of the General Staff of the Armed Forces of Ukraine and the Defence Intelligence of the Ministry of Defence of Ukraine no later than November15 for the first course intake of the upcoming year and no later than May 15 for the second course intake of the current year;
the Department of Military Education and Science of the Ministry of Defence of Ukraine by the structural units of Office of the Ministry of Defence of Ukraine, military command authorities, formations, military units, military education institutions, establishments and organizations subordinated to the Ministry of Defence of Ukraine no later than November 15 for the first course intake of the upcoming year and no later than May 15 for the second course intake of the current year;
the Department of Military Education and Science of the Ministry of Defence of Ukraine by the Main Personnel Directorate of the General Staff of the Armed Forces of Ukraine, the Defence Intelligence of the Ministry of Defence of Ukraine no later than November 30 for the first course intake of the upcoming year and no later than May 30 for the second course intake of the current year.
In case of conducting three course intakes, applications are submitted to:
the Main Personnel Directorate of the General Staff of the Armed Forces of Ukraine and the Defence Intelligence of the Ministry of Defence of Ukraine no later than 80 days prior to the scheduled start date of each course intake;
the Department of Military Education and Science of the Ministry of Defence of Ukraine no later than 2 months prior to the scheduled start date of the courses.
IV. Duration, training period, and frequency of course intakes
1. Course duration (general or specialized language training) is determined in accordance with the curriculum and may have 1 to 3 academic semesters with each semester lasting up to 90 days depending on the purpose of the training and the complexity of the language studied.
2. Training period is determined by the orders of the Ministry of Defence of Ukraine on the enrollment of students on foreign language courses.
3. Students are enrolled on courses twice or three times a year in accordance with the order of the Ministry of Defence of Ukraine and the annual order.
V. Personnel enrollment on courses, organization of study groups and dismissal from courses
1. Official assignment of personnel enrollment on courses is submitted by commanders (heads) of military units or senior commanders (heads) in accordance with the order of the Ministry of Defence of Ukraine on the enrollment of students on foreign language courses.
The draft order is developed by the Department of Military Education and Science of the Ministry of Defence of Ukraine in accordance with applications received from the primary customers. The order is developed separately for each course intakes.
The order determines the training period and the study group members of foreign language training.
2. Personnel arriving for training are enrolled as students of foreign language courses by the order of the Head of the military institute.
3. Information about persons included in the order of the Ministry of Defence of Ukraine who failed to arrive within the designated period is submitted to the Department of Military Education and Science of the Ministry of Defence of Ukraine no later than 10 days after the classes start.
The Department of Military Education and Science of the Ministry of Defence of Ukraine informs the primary customers about personnel failure to arrive for training so that appropriate measures are taken.
4. Students dismissal from courses due to failure to arrive for training, indiscipline, poor academic performance, service necessity, health conditions, or family reasons is executed by the order of the Director of the Department of Military Education.
VI. Conduct of final exams (tests) after courses
1. After completion the courses, students take final exams (tests).
2. Students who have studied a general language course take an exam (test) to determine their level of foreign language proficiency for four language activities (listening, speaking, reading, writing), which is assessed based on the language proficiency levels according to NATO STANAG 6001.
In addition, the ALCPT (American Language Course Placement Test) qualification exam (test) is used to assess the foreign language proficiency levels of students who have studied English.
Tasks for exams (tests) in general language courses are developed by the Foreign Languages Education and Research Centre of the National Defence University of Ukraine.
3. Final exams (tests) after courses are conducted by the examination board approved by the order of the Head of the military institute. Representatives of the primary customers may participate as members of the examination board by agreement.
The members of the examination board bear responsibility for ensuring the validity and reliability of the final exam (test) results.
In order to provide methodological assistance and control over the conduct of final exams (tests), specialists from the Foreign Languages Education and Research Centre of the National Defence University of Ukraine and educational and scientific centres of language training at higher military education institutions may be assigned to the military institute.
4. Students who have completed the courses and successfully passed the final exams (tests) are issued with:
a certificate of foreign language proficiency in accordance with STANAG 6001 after completion a general foreign language course.
Students who have failed the final exams (tests) are issued an attestation confirming that they have attended the relevant course.
5. The period during which the language test results designated in the Certificate are considered valid without retesting is 3 years after the date of the exam (test) designated in the Certificate.
If a person has confirmed the specified results three times (with intervals of no less than two years between tests) during language testing, as indicated in certificates issued by NATO member states in which the results are determined according to the STANAG 6001 language proficiency level, the awarded level of foreign language proficiency is considered valid without further confirmation.
